Ang, I personally believe that this is ridiculous. It's a freakin book. People are smuggling drugs inside and outside this country and this town is concerned about a book? The library may well buy the book themselves (they must have some money) or he could tell the person to give them $ 13.95. All this in a book is ridiculous.
