What dye used to dye a strip of blue or purple in my hair?

My hair is naturally dark blonde, and I I want to dye a strip of blue or purple hair, but I want to use something that is not super harmful, costly, or fast fading. Would Kool-aid work, or is my hair too dark? How much Kool-Aid hair dying monthly cost? Incidentally, I do not want to bleach hair.
